TRUMP ADMINISTRATION ANNOUNCES STRONG SUPPORT FOR HYDE-SMITH’S ‘BUYING AMERICAN COTTON ACT’
Official ‘Statement of Administration Policy’ Issues Strong Support for Hyde-Smith Legislation
WASHINGTON, D.C. – U.S. Senator Cindy Hyde-Smith (R-Miss.) today expressed gratitude to the Trump administration issuing a statement of support for her Buying American Cotton Act (BACA), a positive development that she deems as a “call to action” to get the measure passed by year’s end.
The White House on Thursday issued an official Statement of Administration Policy on BACA (S.1919) that says the administration “strongly supports” the measure and would recommend President Trump to sign it if passed by the Congress. The measure would authorize tax credits to incentivize the use of U.S.-grown cotton and U.S. cotton-manufactured products like yarns and fabric in cotton-based products sold in the United States.
“Official support from the White House for the Buying American Cotton Act marks an important milestone in our effort to strengthen the farm economy and increase access to U.S.-grown cotton. With more than 115 cosponsors in Congress, the momentum behind this legislation is undeniable,” Hyde-Smith said.
“While this official support underscores the need to strengthen the farm economy and increase domestic cotton consumption, the work is far from finished. This endorsement represents a call to action. With the full backing of the administration and broad support across Capitol Hill, the Senate must seize this moment and pass this legislation by the end of the year,” Hyde-Smith added. “We will continue making our case relentlessly to ensure we get this legislation across the finish line before the end of this Congress.”
The White House Office of Management and Budget issues Statements of Administration Policy to formally communicate the administration’s position in support of or opposition to pending legislation.
The Statement of Administration Policy on S.1919 said, in part, that “The Administration strongly supports S. 1919, the Buying American Cotton Act of 2025. This legislation advances core Administration priorities of putting American farmers and workers first, restoring domestic manufacturing, securing critical supply chains, and reducing reliance on foreign sources. It also complements the U.S. Department of Agriculture’s Great American Cotton Plan to revitalize the cotton farm economy and expand demand for U.S.-grown cotton.”

Separately, Agriculture Secretary Brooke Rollins endorsed the measure at a Senate hearing last spring.
Eighteen Senators have cosponsored Hyde-Smith’s S.1919. The House companion bill (HR.7230), introduced by Congressman Greg Murphy, M.D. (R-N.C.), currently has 98 cosponsors.
